At 6:30 p.m., immediately preceding Call to Order, the Village Board of Trustees will hold a public comment period for the purpose of allowing the non-elected general public the opportunity to address the Board on any subject of concern that is not the topic of a current or previous Public Hearing before the Village Board. Each person who wishes to address the Village Board of Trustees may do so at the podium for a maximum of 3 minutes. The Board will only receive comments during Public Comment. The Public Comment portion of the meeting is scheduled for a total of 15 minutes in length but will end sooner if the Village President has determined that there is no one else present who still wishes to speak. After Public Comment has ended, there will be a short recess to begin broadcast of the Board of Trustees Meeting.

6.   Plan Commission - Discussion and possible action on the following items:
 
a.   Request of Kwik Trip to adopt an Ordinance amending the land use component of the Comprehensive Plan for lands identified by Tax Key Number 7.109 and 7.994, generally located on the Northeast corner of Pilgrim Road and Main Street, from the Mixed Use Land Use Classification to the Commercial Land Use Classification; for the lands identified by Tax Key Number 7.109.001, located on the Southeast corner of Pilgrim Road and Cleveland Avenue, from the Mixed Use Land Use Classification to the Office Land Use Classification; and for the lands identified by Tax Key Number 7.993.007, located on the north side of Main Street, approximately 500 feet East of Pilgrim Road, from the High Density Residential Land Use Classification to the Commercial Land Use Classification.  At its meeting on October 7, 2014 the Plan Commission unanimously recommended the Village Board adopt this Ordinance. b.   An Ordinance amending the land use component of the Comprehensive Plan for the lands generally located along the west side of Lilly Road, approximately 750 feet north of Silver Spring Drive, from the High Density Residential Land Use Classification to the Industrial Land Use Classification; and the lands generally located on the North side of Silver Spring Drive, approximately 1,000 feet west of Lilly Road, from the High Density Residential Land Use Classification to the Commercial Land Use Classification.  The subject lands being considered to be amended to the Industrial Land Use Classification are located in the Southeast ¼ of Section 26, and identified by Tax Key Numbers 104.996, 104.994, and 104.993.  The subject lands being considered to be amended to the Commercial Land Use Classification are located in the Southeast ¼ of Section 26, and identified by Tax Key Numbers 104.985 and 104.984.001.  At its meeting on October 7, 2014 the Plan Commission unanimously recommended the Village Board adopt this Ordinance. c.   Request of FRED - The Junction, LLC to adopt a Resolution approving the the Certified Survey Map generally located on the Northside of Roosevelt Drive approximately ¼ mile east of Water Street, in the Southeast ¼ of Section 3, Tax Key Numbers 12.998, 12.995, 12.171, 12.202.002, 12.985, 12.202.003 and a portion of the property identified by Tax Key Number 12.984.  At its meeting on October 7, 2014 the Plan Commission unanimously recommended the Certified Survey Map be approved subject to 8 conditions. d.   An Ordinance amending the Overlook Trail Planned Residential Development located on the east side of Shady Lane between Custer Lane and the Shady Lane Subdivision, in the Northwest ¼ of Section 15.  At its meeting on October 7, 2014 the Plan Commission unanimously recommended the Village Board adopt this Ordinance. e.   Request of MFallsSSE LLC to adopt a Resolution approving the Final Plat of the Silver Spring Estates Subdivision proposed to be located on the east side of Town Line Road, South of the Union Pacific Railroad Tracks, in the Northwest ¼ of Section 30.  At its meeting on October 7, 2014 the Plan Commission unanimously recommended the Final Plat be approved subject to 17 conditions. a.   A Resolution vacating a portion of Hayes Avenue, in the Southeast 1/4 of Section 3, North of Roosevelt Drive. On August 18, 2014 the Village Board of Trustees adopted Resolution No. 1030-R-14 accepting the introduction of, and referring for public hearing and proceedings, a Resolution vacating the subject right-of-way.  At its meeting on August 5, 2014 the Plan Commission unanimously recommended the Village Board adopt this Resolution.  At its October 6, 2014 meeting, the Village Board tabled action on this item until its meeting on October 20, 2014.
