At 6:30 p.m., immediately preceding Call to Order, the Village Board of Trustees will hold a public comment period for the purpose of allowing the non-elected general public the opportunity to address the Board on any subject of concern that is not the topic of a current or previous Public Hearing before the Village Board. Each person who wishes to address the Village Board of Trustees may do so at the podium for a maximum of 3 minutes. The Board will only receive comments during Public Comment. The Public Comment portion of the meeting is scheduled for a total of 15 minutes in length but will end sooner if the Village President has determined that there is no one else present who still wishes to speak. After Public Comment has ended, there will be a short recess to begin broadcast of the Board of Trustees Meeting.

6.   Public Hearings: All persons interested in making comments about any of the public hearing items will be heard. Formal petitions and written comments regarding any of the public hearing items may be submitted tonight. During the public hearing(s), if you wish to be heard, the Village Board of Trustees asks that you begin by stating your name and address, speak for no more than three minutes and attempt to avoid duplication.  Each person speaking at the public hearing must complete a Public Hearing Appearance form before speaking and hand it to the Village Clerk after they have spoken.  Forms are available on the table located at the back of the room.
 
a.   Public Hearings:
A Public Hearing regarding an Amendment to Chapter 42, Article II. Impact Fees of the Municipal Code Dealing with the Imposition of Impact Fees for Park, Sewer, Water, Fire Facilities and a Presentation Regarding the 2015 Public Facilities Needs Assessment and Impact Fee Study Update.

a.   Adoption of a resolution accepting the introduction of a resolution to vacate an unnamed and unused right of way extending north from Manhardt Drive between Parcel 1 of Certified Survey Map No. 8763 and Parcel 1 of Certified Survey Map No. 9307, in the Southwest ¼ of Section 25. b.   Adoption of a resolution supporting the vacation of a public pedestrian way along the north side of Main Street on Lot 1 and Lot 2 of Certified Survey Map 5071, Tax Key Numbers 7.032.003 and 7.032.004. At its meeting on May 6, 2014 the Plan Commission unanimously recommended the Village Board adopt a resolution supporting the vacation of the public pedestrian way. Click to View
 
c.   The request of Costco Wholesale to obtain a Conditional Use Permit allowing a members only retail warehouse and a free standing fueling facility within 300 feet of Highway 41/45.  The proposed site is on the Southeast corner of Water Street and Falls Parkway.  At its meeting January 6, 2015 the Plan Commission recommended this permit be approved subject to 11 conditions of approval and 15 conditions running with the permit.  At its meeting on December 16, 2014 the Architectural Control Board recommended this permit be approved Click to View
