Public Comment Period  At 6:30 p.m., immediately preceding Call to Order, the Village Board of Trustees will hold a public comment period for the purpose of allowing the non-elected general public the opportunity to address the Board on any subject of concern that is not the topic of a current or previous Public Hearing before the Village Board. Each person who wishes to address the Village Board of Trustees may do so at the podium for a maximum of 3 minutes. The Board will only receive comments during Public Comment. The Public Comment portion of the meeting is scheduled for a total of 15 minutes in length but will end sooner if the Village President has determined that there is no one else present who still wishes to speak. After Public Comment has ended, there will be a short recess to begin broadcast of the Board of Trustees Meeting.

6.   Public Hearings: All persons interested in making comments about any of the public hearing items will be heard. Formal petitions and written comments regarding any of the public hearing items may be submitted tonight. During the public hearing(s), if you wish to be heard, the Village Board of Trustees asks that you begin by stating your name and address, speak for no more than three minutes and attempt to avoid duplication.  Each person speaking at the public hearing must complete a Public Hearing Appearance form before speaking and hand it to the Village Clerk after they have spoken.  Forms are available on the table located at the back of the room.
 
a.   A Public Hearing to consider the Plan Commission's recommendation regarding the request of High Point Commons, LLC to rezone land from the C-1 Neighborhood Business District to the C-1 Neighborhood Business District with the OC-5 Commercial Service Overlay District.  The subject lands are located on a portion of the parcel identified by Tax Key Number 104.984.004, located near the Northwest corner of Silver Spring Drive and Lilly Road.   Action Item:  
 
  Discussion and Possible Action on the request of High Point Commons, LLC to adopt an Ordinance rezoning land, generally located near the Northwest corner of Silver Spring Drive and Lilly Road, from the C-1 Neighborhood Business District to the C-1 Neighborhood Business District with the OC-5 Commercial Service Overlay District.  The subject lands are located on a portion of the parcel identified by Tax Key Number 104.984.004.  At its meeting on March 7, 2017 the Plan Commission unanimously recommended this Ordinance be approved.

a.   The request of Kwik Trip to obtain a Conditional Use Permit allowing a convenience store, gas station, and car wash on lands owned by High Point Commons, LLC.  The subject property is located near the Northwest corner of Silver Spring Drive and Lilly Road, on a portion of the parcel identified by Tax Key Number 104.984.004.  At its meeting on March 7, 2017 the Plan Commission unanimously recommended this permit be approved subject to 11 conditions of approval and 15 conditions running with the permit.  At its meeting on March 28, 2017 the Architectural Control Board unanimously recommended this permit be approved subject to 3 conditions.
