Public Comment Period  At 6:30 p.m., immediately preceding Call to Order, the Village Board of Trustees will hold a public comment period for the purpose of allowing the non-elected general public the opportunity to address the Board on any subject of concern that is not the topic of a current or previous Public Hearing before the Village Board. Each person who wishes to address the Village Board of Trustees may do so at the podium for a maximum of 3 minutes. The Board will only receive comments during Public Comment. The Public Comment portion of the meeting is scheduled for a total of 15 minutes in length but will end sooner if the Village President has determined that there is no one else present who still wishes to speak. After Public Comment has ended, there will be a short recess to begin broadcast of the Board of Trustees Meeting.

Formal petitions and written comments regarding any of the public hearing items may be submitted tonight. During the public hearing(s), if you wish to be heard, the Village Board of Trustees asks that you begin by stating your name and address, speak for no more than three minutes and attempt to avoid duplication.  Each person speaking at the public hearing must complete a Public Hearing Appearance form before speaking and hand it to the Village Clerk after they have spoken.  Forms are available on the table located at the back of the room.
 
a.   A Public Hearing to consider the Plan Commission's recommendation regarding the potential to rezone lands generally located South of Main Street, East of the Dalles II Condominiums, North and Park Boulevard, and West of Hayes Avenue, from the R-4 Single Family Residential Zoning District to the R-6 Single Family and Two Family Residential District. The subject lands are located in the Southeast ¼ of Section 3, and identified by Tax Key Numbers 12.063, 12.064, 12.065, 12.066, 12.159, 12.160, 12.161, 12.162, and 12.163.

  Discussion and Possible Action on the Plan Commission's recommendation regarding the adoption of an Ordinance rezoning lands generally located South of Main Street, East of the Dalles II Condominiums, North and Park Boulevard, and West of Hayes Avenue, from the R-4 Single Family Residential Zoning District to the R-6 Single Family and Two Family Residential District. The subject lands are located in the Southeast ¼ of Section 3, and identified by Tax Key Numbers 12.063, 12.064, 12.065, 12.066, 12.159, 12.160, 12.161, 12.162, and 12.163.  At its meeting on November 13, 2018 the Plan Commission unanimously recommended this Ordinance be approved.
 
b.   A Public Hearing to consider the Plan Commission's recommendation regarding the request of Kardo Rasha to rezone lands generally located at the northeast corner of Appleton Avenue and Elm Lane, from the C-1 Neighborhood Business District to the C-1 Neighborhood Business District with the OC-5 Commercial Service Overlay District. The lands are further described as being located in the Southwest ¼ of Section 11, and identified by Tax Key Number 43.995.007.

c.   A Public Hearing to consider the Plan Commission's recommendation regarding the request of Wimmer Communities to rezone  lands owned by Medical Associates, Inc generally located at the southeast corner of Town Hall Road and Custer Lane, from the P-2 Institutional Zoning District to the PRD Planned Residential Development District. a.   The request of Wimmer Communities to adopt an Ordinance creating the Tamarack Springs Planned Residential Development (PRD) generally located at the southeast corner of Town Hall Road and Custer Lane, in the Northeast 1/4 of section 16, Tax Key Numbers 61.998 and 61.998.002.  At its meeting on November 13, 2018 the Plan Commission unanimously recommended this Ordinance be approved.  At its meeting on November 27, 2018 the Architectural Control Board unanimously recommended this Ordinance be approved. b.   The request of Calen Curley to obtain a Conditional Use Permit allowing a tattoo studio at the property owned by Eric J Labrosse located at N86W16258 Appleton Avenue, in the Northeast ¼ of Section 10, Tax Key Number 37.972, C-1 Neighborhood Business District.  At its meeting on December 4, 2018 the Plan Commission unanimously recommended this permit be approved subject to
