BOARD OF TRUSTEES MEETING Menomonee Falls Village Hall, Room 2245 W156N8480 Pilgrim Road, Menomonee Falls, WI Monday, April 19, 2021, 6:30 p.m.

This meeting is being streamed live via the Village's website at www.menomonee-falls.org and broadcast on local cable station 25. 4. Public Comment The Village Board of Trustees will hold a Public Comment period for the purpose of allowing the non-elected general public the opportunity to address the Board regarding any matter that involves the Village government or matters over which the Board of Trustees has authority to take action; and that is not the topic of a current or previous public hearing before the Village Board. Campaigning for elected office shall not be allowed during the Public Comment period. Each person who wishes to address the Village Board shall first complete the Public Comment Form that indicates their name, address, and the topic to be discussed. They should then speak from the podium for a maximum of 3 minutes. The Board will only receive comments during Public Comment. Trustees shall not respond to or debate matters raised during Public Comment. The Public Comment period is scheduled for a total of 15 minutes in length but will end sooner if the Village President has determined that there is no one else present who still wishes to speak.

5. Reports and Presentations

a. Report to the community regarding the April 2nd Wildfire and Emergency Response.

b. Fire Department quarterly report by Fire Chief Gerard Washington.

c. Police Department Quarterly report by Police Chief Mark Waters

d. Presentation on the Second Annual Waste Management Curbside Bulk Item Collection Event, scheduled for May 3rd through May 7th, 2021 and the12th Annual Menomonee Falls River Cleanup Event, scheduled for Saturday, April 24, 2021.

6. Consent Agenda: Items listed under consent agenda will be approved in one motion without discussion unless any Board member requests that an item be removed for individual discussion. That item then can be considered at an appropriate time during the Board’s regular order of business or under New Business.

a. Bill Approval for March 2021 in the amount of $1,467,521.69

b. Approval of minutes from previous meetings held on April 5, 2021

c. Resolution Establishing April 30, 2021, as Arbor Day in the Village of Menomonee Falls.

d. Resolution Establishing April 30, 2021, as International Migratory Bird Day in the Village of Menomonee Falls.

e. Application for an Unenclosed Premise Permit for The Milwaukee Sting Volleyball Club - Milwaukee Sting Block Party Festival located at N54W13904 Northpark Dr. for the period of June 4th. (No police concern)

f. Application for a Temporary Class “B” Retailer's License for Falls Angels, at Oakwood park baseball diamonds and concession stand, to sell fermented malt beverages for the period of May 28th to May 30th. (New Licensee) (No Police Concerns)

7. Plan Commission - Discussion and possible action on the following items:

a. Ordinance approving the Social Haus Planned Infill Development on the parcel located at N48W18490 Lisbon Road.

b. Ordinance creating the Glen at Wanaki generally located on the eastern half of the parcel located at W220N4912 Town Line Road, on the parcel identified by Tax Key Number 123.995, and the southern portions of parcels identified by Tax Key Numbers 123.999.004, 123.999.005, and 123.999.006.

c. Ordinance amending the land use component of the Comprehensive Plan by reclassifying 14 parcels generally located on the easternmost 1,700 feet of Schlei Road, from the Agricultural Holding Area Land Use Classification the Rural Density Residential Land Use Classification. The subject parcels are identified by Tax Key Numbers 21.994.001, 21.994.002, 21.994.003, 21.994.004, 21.995, 21.996, 21.986, 21.997.004, 21.997.003, 21.997.002, 21.997.001, 21.998.001, 21.998 and 21.998.002.

8. General Government Committee - Discussion and possible action on the following items:

a. Consideration of "Resolution Regarding Industrial Development Revenue Refunding Bond Financing for AJ Die-Namics Project"

b. Resolution approving an agreement with the State of Wisconsin related to the repayment of CDBG revolving loan funds as required by the CDBG-Close program.

9. Utilities and Public Works Committee - Discussion and possible action on the following items:

a. An Agreement for Construction Services between the Village of Menomonee Falls and RA Smith, Inc. for the Lead Service Lateral Replacement Program, Project No. 72074.

b. Development Agreement between the Village of Menomonee Falls and Prairie Walk Development, LLC for the Sanctuary at Prairie Walk Condominiums Development.

c. Award of Contract for the Hayes Avenue Water Main Relay Project # 72070, the Madison Avenue Water Main Relay Project #72071 and the Main Street Lateral Replacement Project #72072.

d. Award of Contract for Sheridan Drive Storm Sewer and Street Reconstruction - Ann Avenue to Menomonee Avenue, Project No. 41218.

10. New Business - Discussion and possible action on the following items:

a. Consideration and possible action on a claim by Falls Baptist Church for refund of property taxes for property identified as MNFV0093947004 for 2019 and 2020.

b. Re-Appointment of Chris Rolenc to Plan Commission, term to expire end of April 2024.
